Don't believe everything you hear ;)
But it is not the case that highest level = auto Diamond (assuming shot well), and it never has been. I think the issue now, post-Scoring 2.0, is that weight no longer figures in to the scoring with most animals; the score is only based on the Trophy Score (i.e., horns, antlers in most cases). If a upper level animal, even a heavy one, doesn't have a big rack, it will not be a Diamond. Conversely, a light weight, less-than-highest level animal might be a Diamond if the Trophy Score is high enough due to it having an amazing rack. This is also why, for example, female deer cannot be Diamonds (no antlers = no Trophy Score) but female ibex and gemsbok can (as well as female hares since their Trophy is their weight).
Obviously this is not the case with animals where the weight is, in fact, the Trophy Score (hares, birds, etc.)
Essentially the entire Medal system is at best a super-rough guide (but not completely accurate) or at worst entirely worthless and should be removed as being misleading. Classic does not have a Medal system, but relies totally on the score. The difficultly there is knowing if you harvested a "good" animal or not until you learn just what the numbers mean.
If you've played the game long enough you know that it is fairly common to find that animals are closer to the minimum weight rather than the upper weight shown in their tracks weight range. This is because they built far more animals with fat bodies and small horns/antlers than they did those with high TRs and skinny bodies. On the large animals (like moose or elk) there might be 1-2 kg heavier than the max weight of a level 4, making them a 5-Medium yet they could have a smaller TR than a level 4 standing next to them. Since the animals score was based upon a combination of weight and TR some max level animals were not diamonds. The frequency of this happening varied by species, but it's been happening all along and is not solely the result of 2.0.
Now that weight has been eliminated from the animals score the devs have raised the min TR necessary for a diamond for most of the species. That means we'll be finding more max level animals that are not diamonds than we were before 2.0 was introduced. Prepare to be frustrated.
being max lvl doesnt mean they should be diamond. it just means that theres a good chance.
i've shot some max lvl animals in the last few days and i had the same results as before. some are diamond, some are not.

all that max level means is it made it farther than others in life. It's smarter than the other animals. doesn't by default mean it's trophy is diamond.
