Medved Taiga and Vurhonga Savannah are about on par. They both have a decent selection of game animals in an exotic setting. Medved Taiga has IMO the best main story missions out of all reserves (it even has an "antagonist" of sorts that is properly built up), but Vurhonga Savannah has more interesting challenges for side quests. It's also worth mentioning that Vurhonga Savannah comes with a .500 elephant gun that is very fun to shoot.
As for the gear DLCs, I would pick up the weapon pack first, since wild goose chase and duck and cover provide shotguns that are similar to the ones you get with the base game. The weapon pack will net you a semi automatic .22LR rifle and the compound crossbow, both of which have no functional equivalent in the base game. You also get a recurve bow, but it serves more as a kind of self-imposed challenge, since it's really difficult to use.
The ATV and tent DLCs are both quality of life improvements that serve only a specific purpose. The ATV gets you around the map faster (while making a ton of noise and scaring off any animal within hearing distance) and the tents are mobile fast travel points that you can set up near your favorite hunting spots. They are both quite useful albeit boring (when compared to new maps and weapons) additions to your equipment.
I would probably go with an order like this:
1. Parque Fernando
2. Vurhonga Savannah / Medved Taiga
3. Weapon Pack 1
4. The Rest
For a newcomer, tthough, I would make the weapon pack no. 1 just because the crossbow will drop any animal in the game, unlike the .243 you start with. Makes it much easier to level up.
Why give maps so much priority?
Tents/Blinds are the most important after the 4wheeler.
You can play any map for free on multiplayer. I would do that and if you really like that particular map, purchase it. I haven't purchased Parque yet becuase I'm not fully convinced it's worth it, but I've already shot a few pumas.
ATV is severely unimportant. I literally only use it like 1 or 2 times while discovering a new map. I walk at normal pace and discover all outposts and lookouts and hunt along the way, usually get done with that within 3 or 4 hours, which is very reasonable. If I need to travel more than 2.5km w/o having a fast travel point available, that is the only time I use the ATV. Once the outposts and lookouts are all discovered the ATV then becomes completely useless. Tents and Blinds are more important, particularly if you like to duck hunt. But they are both definitely a lower priority than the Weapon Pack. That being said I probably should have placed the Weapon Pack above the Duck Pack, but they are kind of tied for me because I actually do enjoy just doing duck hunting sometimes.
The maps are the highest priority because they extend the replayability the most. Wild Goose Chase is the lowest priority because the geese are not fun to hunt and don't function smoothly, still.... and that they are on the map that is, while very beautiful also very boring to hunt on.
Also all 3 DLC maps are well worth-it IMO.... all of them provide decent hunting and new environments. Only bad thing about Parque Fernando is the northern 1/5th of the map is a bit dead atm other than some water buffalo and teal. Savanna is great with very few dead zones. Tiaga is a bit more spotty with the animals but also very rewarding and has a good amount of hot spots as well. So IMO there has yet to be a DLC map that wasn't worth the price, especially considering the very little amount of money they cost.
+1. I rarely use an ATV and the maps really provide a lot of diversity. Tired of Savannah? Do the opposite and go to Taiga.
Second place for me is the weapons DLC, tied with the tents DLC. The weapons DLC's biggest draw is imho the crossbow, which easily handles anything from the largest to the smallest animal. All you need to do is choose the correct bolts depending on what you hunt. The tents DLC are useful because you can basically place your own outpost at your favourite hunting spots. If you are more of a roaming stalker like me, that doesn't really do much for you, but if you are more of a static ambusher who likes to keep visiting the same spots again and again, they are very valuable.
Everything else is kinda, meh, get it if it interests you.
My eperience is "Give a man a fish and he will eat for a day. Teach a man to fish and he will sit in a boat and drink beer all day."

4. Nothing else is essential - so just your preferences... For example, you can duck hunt without blinds, though the .22 is useful for ducks and rabbits.
