Get on the RR tracks near the first outpost, head W. The wind will probably be at your back. Go over the first two bridges and turn north. You'll ifnd a dirt trail below the bridge which will take you to signpost a short distance away. Turn R at that signpost and follow the trail to Hopes camp.
