You can use the ingame UI if you have it enabled by pressing Left Shift+Tab to bring up the menu while ingame and going in to the settings from there if you don't want to tab out or leave the game.

How do I enable the ingame UI?

Should be on by default. If its not then go into your steam settings and go to the ingame tab and enable the steam overlay in the settings.

Then when your ingame press Left Shift+Tab to bring it up.

I don't think there's one in the game but you can enable one in your steam options.

There is no console or in-game FPS counter.

You can, however, use the built-in FPS counter that Steam offers in the Steam settings found in the "In-game" tab.
