I don't have or play the console version so I can't really give an opinion on which is better. Just be aware that the console version is behind the PC version in terms of content and updates. For example, the latest map DLC Medved-Taiga is only available on the PC version.
Edited to correct a mistake: I accidentally put Cross-Play when I meant Play Anywhere.
The minimum required specs are:

Also, the min specs listed above will not run the game on full detail and have good fps, as they are the minimum requirements. It'll be one or t'other. I am thinking that GTX970-ish equivalent (or preferably better) is needed for both. But others may well be better informed and would welcome their confirmations or otherwise....

Also, what does the Xbox One X have to do with the question the OP is asking? They mentioned they have an Xbox One, not a One X.
You talk about input lag etc yet admit to never having tried the feature. I like many use it flawlessly.
Also, what does cross play have to do with the question the OP is asking? They asked if they could play the game on their laptop if they owned the Xbox One version.

I didn't say it was a terrible service and that the service doesn't work at all. I said I have my doubts and after a quick Google search, it seems that indeed, lots of people have had issues using it. I didn't want to suggest using something that had a good chance of providing a less than stellar experience.
Your right, cross-play does not answer the question and is not relevant. I meant to say Play Anywhere. I'll edit my post. My mistake.

That's why I posted the minimum required specs.
I'm not singling you out. They mentioned the Xbox One X because it was in the patch notes.
You mentioned it for... I don't know, that's why I asked.
I just wanted them to be aware that using the streaming service might not give the best experience. Not sure why you are taking it as some kind of attack on you.
