But not a bug as speaking for myself I have shot and killed a good number of animals from all species in the game!
Try playing for more than a hour, you will learn as you go with more experience.
Be aware if yourself and the animals ability to hear/see/smell you. Look where you are walking - avoid making noise (there's an indicator on the HUD to warn you of the amount of noise you are making). Try to reduce your visibility (there's an indicator on the HUD to inform you of how big a profile you are making). Use scent eliminator, or walk into the wind (there's an indicator on your HUD- right on the compass - to show you the wind direction).
It's not COD, it's a hunting sim/game (more of a game now than anything else), but the basic premise of hunting is stil there.
Take the time to read the lay of the land - find hunting spots and hunt them. Start off doing more ambush hunting and work your way up to stalking.
If you are not being plagued by does (whitetail/black tail/roe), then you are doing something wrong or you may possibly have the population bug. But from the way you are speaking, it's more than likely the fact that you are not taking these other things into consideration. (Especially since you literally only have one hour in game.)
If this is the complaint you have after only one hour in game? Pop a Ritalin, a swig of alcohol, take a deep breath, or whatever you need to relax... then play the game.
Activate need zones as you find them, paying attention to all the info provided. Animal life cycle is the same as yours, eat drink, sleep. There are need zones and times for each.
