I'd say it's a toss between Red deer, fox and coyote. These are by far the most skittish animals in the game from my experience. That said, each animal type has different ratings ranging from 0 to 9 (you can see this when tagging them with the binoculars). This affects how good they are at hearing and spotting you which means even the easiest animal with a rating of 9 will detect you from very far and be extremely hard to catch.

It seems foxes, coyotes and red deers have a higher base skittishness. They also give more money from what I've seen, perhaps it's linked.

So far the hardest one to kill with the beginners rifle has been the Bison. Are there harder animals?

But coyotes are pretty slow even if noticed you.. easy to shot from long range. thats what Im usually doing

I believe it goes fox, coyote, fallow deer, turkey, and finally bobwhite quail. (every one of those except the fallow (because I use a .270 or a .50 cal muzzleloader for them) gets body-shotted with the ranger 243 because the ammo is free so I can waste bullets. geese are also kinda spooky
