I found them at the river bank in the afternoon at the top right end of the layton area. Good luck, it's really hard to catch them together!

Basically just take a wide frame shot of any bear you can see. Most of the time there is a bear off in the background that counts for your picture. Thats how both me and another friend did it. Our other friend just took a picture out of frustration while tracking a bear and not seeing anything and got a completion.

If you take any picture from any distance, even if it has two bears in the pic, it probably won't count. None of mine did until I figured out what they want you to do. When you get to the Layton area, follow a bear (or bears) and look at your map and there should be a point marked on it with an animal (pig?) that says it's a waypoint. Sneak over to that waypoint and the two bears will be sitting there on their hind legs for as long as it takes. You'll need to sneak within about 50 yards, then crawl prone until you're at about 20-25 yards, then take the pic zoomed in. Doc will tell you when the picture counts, then you'll want to slowly crawl away from the spot because they become active again after you take the pic...

you have to take the photo from within around 15-20m, so this doesn't work. I've tried it and caught 2 bears in the shot several times now, and not once did it register. I opened a thread on it and people who have completed the mission told me that you have to be very close.

You might be right about that being the waypoint for the spotted animal, since I spotted that bear, then he ran off a fairly far distance, then I noticed the waypoint on the map (which is where he ran to). I figured it was a waypoint on the map marking where I needed to take the picture, but what you're saying makes more sense...

Yea, hehe.. Still i havent been able to get the picture tho, its really RNG on that :( .. Been camping various zones, resting, eating, spent about 4hours i think :S, and imo it shouldnt be that RNG based.

After several weeks I finally completed this mission. I only took a picture of 1 bear though. Perhaps there was another close by not visible. See the screenshot of where I took my picture, close the "Bear Cabin", perhaps that name is a hint, not sure. Others have said that perhaps picutres of bears from Hard and up automatically completes the mission. But htis was a minor.

I took several pictures of the same bear, this is the one that counted:
