Sadly I have no idea. But I do know, that all the need zones I've discovered have stayed there from the moment I discovered them. I'd assume that there has to be an animal, who had been using the need zone recently in order for you to pick it up. So if you had happened to try and visit it during 05:30, the animals probably didn't have time to arrive and use the zone yet. I visited the zone 6am, so you could maybe try to "recreate" my hunt session and maybe the zone will appear for you. Best of luck to you, I hope I've been somewhat helpfull. Hope you'll succeed.

Quests need to have enhanced spawns, especially in areas the target species don't frequent.
