No workers but unemployment is high
Doing mission 3 and for whatever reason the farms i build in the lower part of the map never get staffed by workers even though its right down the road. Ive had a similar issue with industry when i try to place it further away so its not having the undesirable effect yet no one works there, it seems like distance is a factor but its almost like i have to build residential literally next door to generate workers. Is it supposed to be that difficult?

In order for the farms(or any building for that matter) to get access to your workforce, the little guy who comes out of the building and walks around, has to walk past your houses. So if your house blocks are too far away from your industry buildings it's possible that guy never manages to walk past a house(or if there's lot's of interscetions it's possible he sometimes takes the wrong path and so doesn't get to the houeses every trip).

In order to fix this, build a single small tent(or a couple) next to the farms. This way the dude who walks out of the farms will always walk past the tent.

Even though the tent only has like 5 people living in it, it's enough. If the farm(or any building) has access to at least some population, it has access to your whole workforce.

So you could for example have all your houses on one side of the map, then build industry on the other side along with a tent or two, and now your industry would have access to all your worksforce even if there is no road connecting the two.
