Texture Setting is Broken
So I was fiddling with the settings trying to figure out why the game looks so bad, and it turns out the texture setting is locked to low regardless of the setting chosen. Here are some screen shots. The first one is with textures on low and the second one is with textures on very high. There is no difference whatsoever (all other settings are at max for both screen shots)

I've also restarted the game in between setting changes just in case it's one of those titles where settings aren't changed on the fly.

EDIT (Update 12/5): A few conclusions have been reached based on some comments below:

1) The texture setting DOES affect SOME objects in the game. A prime example is here:

So obviously the big center object changes, BUT the texture of the grapple stuck on it does not, the background and ground textures do not, and Rico's textures do not.

This does lend credibility to the certain missing textures thoery.

2) The settings ARE being persisted to a .JSON file in different locations depending on if you are using cloud saves or not.

3) Water settings seem to be stuck on "medium" according to a few people. In testing this myself, indeed there is a slight difference between low and all other settings, but not between any other settings.

It seems that is why the graphics is bad (for a Triple AAA game and the price they are charging). The settings are broken.

Yep, I agree. I've also tried to find any of these settings in the ini file, but the only settings there are resolution based. This has to be a bug.

I believe so. I confirmed that all of the other settings do work. The water detail adds ripples to the ocean water (not rivers and lakes, though), the SSAO does affect the lighting, but the texture setting just does nothing.

How do you release a game and somehow have the graphics settings not work, how incompetent do you have to be. Did nobody playtest this?

That has to be the answer... everything must be set to low regardless of what you do... If this is the case, and I really hope it is, it can be patched quickly, I believe.

Well, again, it's not everything. I was able to verify that water detail and SSAO do change things. It seems to only be the texture setting affected.

I'm just confused as to how they clearly already have it working here and not for the final, actual release. Did they release the wrong version or something? How can they ♥♥♥♥ up this bad?

He stated in the video that he had to go over to Square Enix to play this in the London office and that it was pre-release code. I'd wager this version of the code ONLY ran on max settings and didn't have any graphics options yet.

Might be down to specific hardware I guess. I'm reminded of the No Man's Sky next update which had broken vsync for some people and not others. Hope its fixed soon anyway, it's super obvious now I've noticed it lol.

Actually, speaking of which, I actually played the pre-release version as well at New York Comic Con's Square Enix booth. I did not notice anything bad about the graphics (it was the PC version).
