Furthermore, from my side I am running a Core i9 7900x, an evga RTX 2080 Ti (current Nvidia drivers), along with 32 gb of RAM. I am running the game in 3440 x 1440 and borderless and I do not have any problems with any other games or even in the prior Just Cause 3.
For Just Cause 4 I can play for awhile but during a battle the game becomes a PowerPoint presentation as the FPS will dramatically drop. Other people in the Steam forums have reported the same issue so I know its not isolated to either of us but affected in the game engine, my suspicion is its a memory leak that was never fixed.
Since this game is still being actively sold I would hope that both the publisher and dev team will still fix the game breaking bugs. Like I said I would hope!!
I tried some graphics card optimizations. But it doesn't work at all.
But I blocked 'justcause4.exe' in 'Outbound Rules' in Windows Firewall to block internet connection. after that the game no longer has fps drops.

Makes you wonder .. why pay for broken product that cant be played online when .. you know .. there are other sources that makes better job and you can actually enjoy the gameplay.
Unbelievable that they did nothing about it after 2 years since release.
