Does not start on W7: api-ms-win-core-console-l2-1-0.dll missing

The build as (at least) installed by the EGS giveaway does not start on Windows 7 Pro 64-bit, fully updated as of today (i.e., definitely including the mentioned "Platform Update") due to a missing api-ms-win-core-console-l2-1-0.dll. Local attempts at fixes through e.g. (re-)installing Visual C++ runtimes have not helped.

Thanks for the comment, but in the W7 case it's not a matter of the game crashing at startup, but not starting up at all.

Panzerscout just posted https://i.imgur.com/grtkvqD.png in another topic concerning this issue. I.e., specifications are being updated to say that JC4 is not supported on W7 anymore. As far as "fixes" go it clearly doesn't get any lamer than that, but hey, at least I know to stop bothering.

An email I got today after submitting a ticket to their support team 3-4 days ago.

"As of now, the Epic Games team along with one of Square Enix's teams have been investigating into the issue of the crash. We apologize for any inconvenience caused by the matter. Unfortunately there is no ETA on when the issue will be resolved."

I picked it up for free on Epic. After 4 files including api-ms-win-core-console-l2-1-0.dll were lost, I successfully got the error oxc000007b. I can't solve it after searching online

Bad news, i opened a ticket on square enix support centre 3 days ago and this is the reply i received today:

Dear Customer,

Thank you for contacting the Square Enix Support Centre.


We are very sorry to hear that you are experiencing a crash when starting Just Cause 4 due to missing DLL files, unfortunately Just Cause 4 on the Epic Game store requires Windows 10 in order to play. Windows 7 and 8 are missing windows system files that this version of the game requires to run. The store description for the game at launch incorrectly listed that Windows 7 and 8 would be supported but that has now been corrected.

We thank you for your patience and deeply apologise for any inconvenience this has caused.

Not true. Grapeshot, Studio Wildcard and bluehole have them beat for best nincompoops. They take games that are fun and drain all the fun out leaving you with a pile of smoldering trash. at least this started as trash and they are trying to fix it.

Well that is garbage. I know it DID say windows 7 / 8.1 / 10. Wonder how many people paid for it that way. Steam still shows it as supported by Windows 7 sp1.... How odd.

My guess is that the version currently on steam is older than the version on epic store and the win7 support will be dropped there too as soon as it's updated.
If that's the case i hope they have at least the decency to refund the win7 players who paid for the game.

most of these files are present on windows 7 and 8.x once the UCRT update is installed.

whats left is api-ms-win-core-synch-ansi-l1-1-0.dll which is not present on any install of windows, 7,8 or 10 and the core runtimes which are indeed 10 only.

I got the Epic Games version when it was on a weekly giveaway and didn't install til today. Same problem. A little while back, I was curious as to why Epic doesn't allow user reviews on their products so I did some Googling. They claim it's to prevent review bombing (Steam doesn't seem to have that problem) and the consensus from the community is that's a shady, BS answer from a shady, BS company. Instead of helpful community reviews, they only use professional ones--and I'm sure they cherrypick--which tend to gloss over or ignore substantial problems. That way Epic increases the chances of someone paying money for a game, and once they've got your money, it's really up to them if they want to refund you or not.

I ONLY use Epic for the free games (well, and BL3, since it's not available for PC elsewhere).
