How to i find a wind gun early game?

I haven't done many main/story missions but i liberated all the bases and haven't found any wind gun yet. i have all DLC's and wanted to do the blown away challenge cus the skin for the parachute is cool. do i really need to finish the llapa mission to unlock that gun?

It's weird that they said it spawns randomly at enemy bases but i never found any and i already have all regions that i can have at the moment.
