It could be the full water effects were tanking performance thus the major downgrade. Same goes for certain textures, vegetation, etc. Maybe the game engine needs a major overhaul? Game optimization can't be that hard to fix unless there are some severe limitations.
That would indicate the dev team that worked on JC4 aren't that good or released it too early.
They keep stating that more bug fixes are coming, but when?
