Finished the game, now what?
So, taken all the areas away from the Black Hand. Now what? I'm not interested in the stunts or the races, but one of the things I enjoyed were large scale npc-enemy battles like what you find at border skirmishes. That, and I don't see a way to start any battles against the Black Hand after the whole island is taken, unlike in JC 3where you can reoppress a town/base and battle them over and over again. Is there a way to redo fights that I am missing or is the replayability of this game seriously just that bad?

play it again on New Game + this has it, its somewhere in gamesaves menu to activate it

Well, not really. The game itself wasn't really that bad. But the replayability is terrible.

I have just finished the game and there is still plenty of things to do.
-liberate all regions
-find all the locations
-find the hidden statues
-unlock all the vehicles and weapons through stunts

All these tasks are tied to achievements and provide good incentives to explore the world.

I have already done that.

I have started fights in large cities that drew Black Hand, but it's so unbalanced. They just come in ever-increasing waves until I'm literally surrounded by helicopters and tanks and artillery until I run away or die. You can get into firefights, but you can never actually WIN the firefights after end-game.

As well, reinforcements appear almost directly on top of me, so there's no way to change position, evade, move to intercept or any kind of strategy. It's just stand there and fight endless exponentially increasing waves. There's fun to be had, but it's kind of like old-school arcade games: you're never going to actually win the fight.

How long did it take you to 100% the game?
As for the enemy waves, I noticed that as well.
Maybe you should bring this issue to the devs and suggest some changes or tweaks?

I decided to test it. First time I went looking for trouble, a random Black Hand jeep just happened to drive by just as I was about to start shooting.

Second time, I went to a larger settlement and tried killing civilians. That also worked.

My advice is go in on the ground, stand in plain view so people can see you, and just start killing, but make sure you're not in a little town. Go to a city or other large area.

usually when I go on a helicopter rampage, nothing happens. I got sit in the middle of one of the ghighways in a city and just destroy everything that rolls through.

Yes, I managed to do that.
Sometimes BlackHand grunts show up but I don't know under which conditions.
