Base reset or new game plus?

I've finished the story and taken the entire country, now it seems there's no one left to fight, there doesn't seem to be much incentive to continue unlocking vehicles like attack choppers and tanks if you can just drive around shooting civilian cars without anyone responding.
Does anyone know if there's an option to "reoppress" like in JC3?

I mean - What's the point? The big issue with this game is that without the town liberation system and without an enemy that actually tries to stop you as you destroy stuff.. There isn't much longevity here.

And do what? There is no challenge as you can't even capture a base. You just would build more chaos meter which you don't need since you've already beat the game.
