It's just because the usability of the powered wingsuit in JC3 or in fact JC4 hasn't ever been about just holding down boost, but adding manoeuvrability and a temporary escape route. It enables you to do vertical barrel roll attacks, for example, if you're in trouble.
Even before the patch there wasn't that much boost. It seems like there's way more now, and best of all, tapping AR when you're holding down boost doesn't lose you an entire charge. But post patch you get the kind of manoeuvrability you have in JC3, where the initial tap on the boost gives more power than sustaining the boost and you can use it for low speed maouevering. So multiple quick taps in a row can get you over a building, avoid running into a cliff face, etc. Which is really helpful when grappling sucks in this one, or because the air brakes are utter balls.
Probably the changes to the recharge speed have to do with there being way more actual boost than there was in JC3, and the fact that the boost seems to take longer to run out than it did before they changed it in JC4.
By this I mean it needs to recharge other boosts while u are using it. If we pay money for a DLC, it should provide something extra, and the upgraded wingsuit just doesn't cut it any more.
I also may be a little used to the way it was before the update.
