Basically, each Menu Page has the controls to press, indicated 'in little white squares' (keyboard shortcut icons), so look for those on each page. Press those buttons, to navigate through the Menus.
The main control keys for the game (W,A,S,D on PC) move the selection highlight through each Menu Page, through the items, and hitting ENTER on PC will select/change each highlighted item (you can also use the Mouse and click on things, with the PC).
For example, on the Map menu, you can hit Q and E to shuffle through a list of Objectives (locations/sites) that you can go to next. It also shows ones you've completed. You can also click on the Map area itself, with the Mouse, to select which Mission/location you want to go to next.
Once a Mission/location is selected, it will be shown on the main action screen HUD of where to go 'all the time' (so you can just head in that direction - stopping to look around or Cause Chaos anytime you want, of course!

For the Grappling Hook menu, it will show where you have to Hold-Down ENTER (on each section of the Grappling Hook items), then use the main controls (W,A,S,D) to navigate through the different choices of attachments/capabilities of the Grappling Hook. There are three main uses of the Advanced Grappling Hook and each usage category has multiple settings you can configure, depending on how you want to use the Grappling Hook in each situation.
For example, in "Retractor Mode", you can make it pull faster or stronger, or stop at certain lengths, etc.
In "Balloon Mode", you can make the Balloons float higher or not, or be indestructible or not, etc.
In "Booster Mode", you can make the boosters fire stronger or in one direction or all directions, etc.
There are many configurations you can set, for the this Advanced Grappling Hook - it just takes a bit to get used to finding the combinations you like to use the most, depending on your playstyle.
Right-Click to get back out of all Menus (on PC).

having restarted with a new game, still there is no grapple menu.
Only "map and feats"? Hmm... did you complete the Missions to unlock the Grappling Hook abilities yet?
It may not show up until you did those Missions.
Note that you cannot Cancel/Skip out of the Cutscenes for those Missions (eg. the ending with the Motorcycle floating away, etc) or you will not 'get the unlock'. For example, for the Mission "Behind The Lines", if you quit the game before completing it and don't watch the full Cutscene, you may not get access to the Grappling Hook unlocks .
There are three people that handle the modifications ('unlocks') for the Grappling Hook:
» Javi unlocks Retractor mods.
» Sargento unlocks Air Lifter mods.
» Garland unlocks the Booster mods.
If you've only been to one, for example, you won't be able to set any configurations (Loadouts) for the other two categories - that is, you won't have any access to those Modifications/Abilities, until you find them and do their Missions. As you progress doing Missions for them, they will 'unlock' more Grapple Modifications for you, in each of their categories.
