i think squad reserves are bugged

It seems that the only purpose for squad reserves is to advance the line, capturing more regions. most of the regions I advance on are adding to my squad reserve count instead of costing squad reserves.

is this intended? is there another reason to have squad reserves?

In those cases the way you are advancing your front line is reducing the amount of squads needed to hold the new front line
say you are at a region that is taking 3 squads at the line, when you take the region and the new line only requires 2 squads the third squad who was on the line is now back in your reserves
