No, it should not. The engine chugs along, and your unrealistic expectations of what your system - regardless of what OTHER games might run at that resolution can do - are not going to change that fact.
As for the OP, the jet wingsuit in 3 was ONLY available from the dlc.
So... not scummy at all. It isn't even thematically set in this game, so having access to it is completely meta for the story.
Although I was disappointed in JC4's Black Hand powered wingsuit at first, now that I have fully upgraded the suit, I like it better than the bavarium suit. I can sustain the boost longer, and with three boosts, I can stay at boost speed almost constantly, with just a couple seconds of gliding between boosts. Also, the three missile launchers lets me fire far more missiles per minute than the bavarium suit did. It's a lot of fun late game.
