Water quality is horrible... Bug?
The graphics of the water are so bad and changing my water quality from very high to low and back to high again does nothing, makes me think it is bugged and stuck on very low quality. Has anyone else noticed this?

On another note, the graphics of the characters in cutscenes isn't great compared to Just Cause 3, which is a shame.

Anyway, yeah I'm pretty convinced there's something bugged in the game currently that's causing all of this. Just gonna wait for the patch to roll and see if it makes any difference. I just can't realistically see them putting out a game that looks worse in most areas as the immediate predecessor and in some areas, worse than JC2. I can't believe anyone looked at this and said 'Yep, this is a true sequel to our previous games'. Not to mention how these issues weren't present (or apparent, at least) in the preview trailers of the game.

Went to the far east of the game for a mission and the water there actually looked better than it did in JC2 or 3. So I HOPE its a bug :O

Water might be a bug and I think the rocks in your third screenshot might be too, but those train tracks are just badly done ♥♥♥♥♥♥♥♥♥ :O

Has to be some distance LOD bug, right? ...RIGHT?? :(

I've requested a refund. Hopefully they'll give me my money back and then I'll probably but it again IF these issues get fixed. I was so incredibly excited for this game :( Pre-ordered 4 times in the last 10 years. 3 of them were WoW expansions (all dissapointments - done with that game) and now this one. I suppose this is why you should never pre-order a videogame.

The water is not a bug.

Just cause 3 had dynamic water thanks to Nvidia Wave Works.

For whatever reason the developers have dumped Nvidia everything. No wave works. No nvidia gameworks. Nothing.

My guess is this is a cost cutting exercise, and since the consoles couldn't handle it well anyway, they didn't bother with it.

The consoles do not run Nvidia, and as this is a console port, it just does the basics. This includes the reason why the textures are so terrible, as none of the PC bsaed Nvidia texture systems are being used either.

Sorry, but none of this is going to 'fixed' in a patch. Its best to just get your refunds now.

They can most definitely implement better water without using Nvidia technology. Just Cause 2 has better looking water without using anything from Nvidia. And no, the terrible 640x480 textures are not for the consoles. The console community is just as mad as us over this and there are a LOT of twitter posts about it on Square Enix's account.

thats obviously a rendering/loading issue.

https://www.youtube.com/watch?v=sHxfwYhmqOw They used Nvidia CUDA for water, and Nvidia 's Bokeh DOF. When a game from 2010 had better graphics and looked more detailed than a 2018 game.. LOL. Oh yeah, they also used Waveworks on CONSOLES for Just Cause 3.. so anyone saying "cause AMD" or "cause consoles", is wrong.. the devs/publishers are to blame.

There is no .ini file. There's a .json file that sets the settings. I played around long enough with the file to know that the settings in-game set the correct settings in the file.

The funny thing is, there is no difference between High and Very High when it comes to Water, but then again the Water setting only adjusts shadows of objects. It doesn't do anything to the actual quality of the water.

that's strange lol well it definitely looks like a low rendered image trying to load in its HD textures. if that isn't then this game has definitelly fell pretty low. That really is horrible.
