Water might be a bug and I think the rocks in your third screenshot might be too, but those train tracks are just badly done ♥♥♥♥♥♥♥♥♥ :O
I've requested a refund. Hopefully they'll give me my money back and then I'll probably but it again IF these issues get fixed. I was so incredibly excited for this game :( Pre-ordered 4 times in the last 10 years. 3 of them were WoW expansions (all dissapointments - done with that game) and now this one. I suppose this is why you should never pre-order a videogame.

Just cause 3 had dynamic water thanks to Nvidia Wave Works.
For whatever reason the developers have dumped Nvidia everything. No wave works. No nvidia gameworks. Nothing.
My guess is this is a cost cutting exercise, and since the consoles couldn't handle it well anyway, they didn't bother with it.
They can most definitely implement better water without using Nvidia technology. Just Cause 2 has better looking water without using anything from Nvidia. And no, the terrible 640x480 textures are not for the consoles. The console community is just as mad as us over this and there are a LOT of twitter posts about it on Square Enix's account.

There is no .ini file. There's a .json file that sets the settings. I played around long enough with the file to know that the settings in-game set the correct settings in the file.
The funny thing is, there is no difference between High and Very High when it comes to Water, but then again the Water setting only adjusts shadows of objects. It doesn't do anything to the actual quality of the water.
that's strange lol well it definitely looks like a low rendered image trying to load in its HD textures. if that isn't then this game has definitelly fell pretty low. That really is horrible.
