I agree with this, I much prefer the way they did it with Just Cause 3, in JC3 it actually felt like destroying stuff was important now it's just like "Oh look a big explosive dome, wow cool explosion and a bit of chaos" That and the lack of an FOV option are the only complaints I have so far.
Also in the last game sometimes whatever is already placed inside an enemy compound just isn't enough to fill up the meter in order to 'liberate' it for some reason. You end up having to cause chaos nearby to trigger the wanted level and then methodologically lure the responding enemy units into the compound. That is some extremely tedious work.
Also in bases the enemy respawn seams slower than the older games allowing me to actually play around with a sniper rifle and have it be useful. It's great!
The one base you have to destroy to be able to move the front line is often lightly defended and recieves no reinforcements.
