Can't order slum dweller to make a ruckus?

On multiple occasions, I've had a slum dweller as a follower and tried to order them to make a ruckus. It does not work. Clicking that option turns the cursor into a crosshair, but no matter what I click on they won't actually do their thing--I've tried empty space nearby that I can see, empty space farther away, NPCs I want to distract, even the follower himself or my own character.

Is this just a bad interface thing, or does that ability do nothing?

You're probably trying to click indoors. If the target is red, they can't cause a ruckus there. Off-limits areas include the indoors.

Oh. That limitation is really unclear, and also a bit unintuitive (if I'm gonna pay $30 to distract some NPCs for a few seconds, it is almost guaranteed that the NPCs I'm interested in are in a building).
