Report a translation problem
Did you get to the last level and didn't transform into an upper-cruster there? Or did you start an other run, chose the slum dweller, and didn't become an upper-cruster right away? Or are you missing upper-cruster stats from the slum dweller on the character selection screen?
In the first case, have you seen a confirmation message at the start of the last level? In either of the latter two cases, have you enabled the super special abilities mutator?
You know it would be cool if the base game was like "Slums level 1 to 5, Indsutrial 6 to 10, Park 11 to 15, Downtown 16 to 20, Updown 21 to 25, Slums 26, Industrial 27, Park 28, Dpowntown 29 to 31, Random level 31, then Mayor village" with needing to complete 25 levels of your big quest. Then players would be able to goof off as their upgraded version. At the same time unlike Super Abilities mutuator, if this was the base game you'd have the chellenge of the Big Quest and still get to enjoy the perks of being Upper Crusty in a normal level. it also makes Bouncer much less frustrating.
