Anyway it's already been answered: You have to find the "city hall" building and talk to an NPC there. Not sign posted.
You will win an election as long as your electability with the city is over 0. But even if it's not, paying the mobsters to rig the election in downtown can still let you win it, as long as your electability isn't too low (I don't know the exact threshold, but don't expect to rig an election with -20 and win).
But be careful. Once the clerk starts to move towards the park with the podium, so will the mayor, who will sometimes be roaming around inside the same building. And if you get too close to him, his bodyguards will press you. So I don't recommend sticking to him for the entire way.
