You can make a custom character with one of the two items then store the item in the ATM. After that you can just retrieve the item with the Gorilla and use it.
I thought about that, but wouldn't that mean starting over? I'm currently on the gorilla run at the moment
In theory every character without fair game can win an election. While it isn't entirely everyone, it comes pretty close with only the zombie and some insane character creations as an exception.
And that is only the vanilla version, because the no limits mutator allows the removal of all traits, including malodorous, vocally challenged, and fair game. So with only one mutator, everyone can win an election.
If you have the shop drops trait, you can attempt to kill shopkeepers in the hope they actually drop the items you need. If you have the money, you can try to upgrade it in advance to increase the amount of drops.
Other than that, there isn't much you can do in your current situation. Your best option is to do whatever, and then start a new game with the knowledge on gorilla election methods.
Unfortunately there was nothing available to me on the map to help me get into the building and speak with the clerk. So I broke into the safe, found recordings of the mayor doing illegal stuff, played it on a record player, and an angry mob murdered him. I put on the hat and became mayor :p
