Save on exit; not on each level?
I have a confession to make: I've been cheating. I buy a Resurrection Shampoo, and if I ever use it, I just close and Continue from the beginning of the level. Every run, as soon as I can afford it, I clone my shampoo and store the clone in an ATM, so I may achieve immortality on every run. It's a nice trick, but the game isn't a roguelike anymore, when there's hardly any penalty for dying. What if the game only saved when the player exits to the menu, and then, when he loads a game, it deletes the save?

You're not cheating.

There is a penalty: You still have to purchase your shampoo again to use it on another run.

These are intended game mechanics and the developer is already working on a sequel.

This is a fundamental game change that makes no sense.

Your post makes no sense.

If you want immortality, just start an endless run as the soldier with the super special abilities mutator and buy a resurrection shampoo for chicken nuggets. You can also set it up as an online game - that doesn't prevent not inviting anyone else and playing it as a single player game, but gives you an extra save state without the hassle of doing everything from the start.

If you don't get what that means, just make sure to go to every loadout machine you can find, "buy" whatever you need, and don't forget to pick up your resurrection shampoo whenever it is available. After a while you may be tempted to use it as a pollutant, or sell it (this time for real, unlike what was supposed to happen when you "bought" it) to earn a bit of cash, or just hand a bunch over to your followers - don't worry, that's probably normal, and it's not like you couldn't store like fifty in an ATM and still be a nigh immortal demigod.

Also, what are you talking about? There is no cheating in the game. You can literally set up whatever circumstances you like and the game just goes with it. Want to earn enough marks as the cop? Just set a riot on every level - that makes half of the population guilty from the get go, and will still be eligible for your big quest. Want the investment banker's super speciality? Random status effects on every level's got you covered. Want to make the game harder? That's achievable too. Want to play a superhuman? You can play in sandbox mode.

As long as you play single, the only real cheating you can do is cheating yourself out of the limitless fun the game offers. In multiplayer it is whatever the others call you out on, and that will most likely be cheating them out of their fun.
