Report a translation problem
The reason is that they're quite viable, but they're not *so* strong that you can basically use identical tactics throughout the entire game. You have both the ability (not being hampered in what you can use, for instance) and the need to adapt to what you find, so the runs will probably be more variable and thus potentially more interesting.
Contrast with something like the doctor. The doctor is quite strong for non-lethal play, with chloroform and a tranq pistol (which will be vital on Park...). The doctor is also severely constrained, being unable to use most weapons. This tends to lead towards a very consistent style. The Cop is also quite strong, but again, this tends to lead towards use of similar tactics throughout.
This is even more true for the custom characters I tend to build, which usually are built with basically end-game kits for non-lethal (e.g. chloroform + taser + tranq gun + ammo processor, from the get-go!) or lethal (e.g. shotgun, silencer, ammo processor, maybe kill ammunizer as well). Those are specialist builds capable of playing a specific way from the start to finish, no matter what they find as gear or level-up traits along the way.
The micro-usb connection on my controller isn't working terribly well anymore so I'm waiting on a wireless dongle to arrive, but I should try more builds that encourage improvisation. I've got one 'face'-type build (Art of the Deal, Shrewd Negotiator, Charismatic, Promise I'll Return It) that's already in that direction a bit -- not a great combatant sort, but good for poking through backroom safes and fridges w/o needing to anger anybody.
Honorable mentions go to the Cop, for just letting an enemy attack me once and then letting all the rest of the Cops take him out for me; the Werewolf, for wreaking massive havoc and then stepping back and pretending that nothing happened; and the Shapeshifter, for the improvisation of figuring out how best to use the characters available.

From vanilla characters I prefer Assassin and Shapeshifter but Cop is probably best in downtown and uptown (especially the latter). Gorilla is a nice character too. Good stats.
Edit: Thief is a good contender too. Has great loadout items that'll get you very far.
I see people mention Zombie too.
Zombie is fun for a few games but he's a 1-trick pony that gets worse the farther you go imo.
