Report a translation problem
Edit: Yep. Simply have the window cutter in your inventory. Approach the window and move your mouse pointer over it (the word "Window" should appear next to it), then click "action" (I think the default keypress is "E"). This will open a drop-down menu of available actions, one of them being "Use window cutter".
It _is_ fairly obvious I think, but we're all missing the obvious every now and then. In any case, ridiculing someone who's asking for help is pretty crappy behavior. Hope this helps.

Not sure why you're defending crappy behavior, but if someone asks for help, and someone else else just answers him "you're stupid", then this is obviously not going to help solving the problem, hence it's a crappy and useless reply. Even if you ignore the ugly finger-pointing aspect of it.
Really, this shouldn't even be worth discussing. The person person who had an issue, got his issue solved. The person who chose to ridicule instead of helping him, got called out on that. This thread is done.
