Anyone know where to find it if it is implemented in the game yet?

It is implemented, just as an NPC.
To get him to spawn you need to find a radio broadcast in uptown. It's the building with the antenna in the middle, can't miss it.
Then, you need either a hacking tool(recommended) or wrench. Either hack the antenna from afar or tamper with it with the wrench.
Then, you need a character with Tech Expert trait. Chars with this trait are Hacker and Scientist. Shapeshifter can also posess a scientist this floor. With this in mind, approach the computer in the building and there is an option on it unlocked("Overload Antenna" I think it said). Click that and ba-da-bim ba-da-boom you spawned the Alien. Now you get to see him getting butchered by the cops, since they hate him for some reason.

because he's naked, its highly inappropriate

The problem is he doesn't have the naked trait. Additionally, the office drones and the clerk(owners of building) weren't annoyed and didn't want him to leave.
