i keep playing the same few characters on all my runs, haven't played in awhile though
NW corner of Home Base, there's an additional elevator that lets you choose which zone to start at (if you've unlocked that zone, anyway). It's near the hacker who lets you choose mutators.

I'm not clicking every random thing in the lobby, I go check what's for sale and I start the game. Maybe only 90% of people do this, and the rest do what I didn't. Still, that's not enough.
My point is, just create a pop-up when you get the elevator access "You can now start in zone 2 from the lobby!" and people will find it. But there was no incentive to do so. That's my point.

Custom characters are totally fine as long as they are "fair" characters (not ones that disable achievements/nuggets)
