Can't get "safe travels"?
I'm trying to get every achievement and i'm trying to get safe travels. I threatened someone I was supposed to neutralize, they left and i didn't get the achievement did I do something wrong or is this a bug?

You need to take the bartender, and you need to make sure your target is friendly to you. Next, just ask her to leave.

You don't need the bartender. You can do it with anyone, but, as the achievement description points out, you have to ask them nicely, not threaten them.

Of course, this achievement can be made with any character. But the bartender is one of the best and easiest ways to accomplish this achievement. Thanks to his "Charismatic" trait.

I don't know if you can ask neutral NPCs nicely, but even if you can, it's going to have a lower chance.

The best way to get the achievement is to start with a Hypnotizer Mark II, and use that on the target before asking them.

According to the wiki the bartender starts with it, and they also have the charismatic trait which helps getting to the target if they are in a slightly restricted area like a lab or a private club, so they seem to be the best choice.

Actually, in my opinion, the best way to do it is as the shapeshifter. Take over someone who's aligned with the target, and you'll have a 100% success chance (as opposed to 70% with the hypnotizer)

loyal is like 70% pretty sure, aligned is 100%

tl;dr
anyone that has a positive relationship with you and is a "get rid of" (cba to spell the word) mission can be asked to leave town nicely netting the achievement

I did some testing:

Friendly people seem to have a constant 50% chance of leaving if asked. You can achieve that by:
- Being Charismatic
- Applying Cologne
- Being a cop if the target is a supercop
- Being the same class as the target and having Class Solidarity
- Applying Hypnotizer MK I on the target
- Bribing a bouncer that guards the building in which the target is found
- Telling a succesful joke
- And some other ways.

Loyal people seem to have a constant 70% chance of leaving if asked. You can achieve that by:
- Freeing the target from captivity or slavery
- Having the Friend of the Common Folk trait if the target is a slum dweller
- Being the bartender and having your super special ability activated
- Telling a succesful joke
- And some other ways.

Aligned people seem to have a constant 100% chance of leaving if asked. You can achieve that by:
- Being a cannibal if the target is another cannibal
- Being a cop if the target is another cop
- Being a firefighter if the target is another firefighter
- Being a gorilla if the target is another gorilla
- Being a soldier if the target is another soldier
- Being a gangster if the target is another gangster from the same gang
- Having the Friend of the Family trait if the target is a mobster
- Applying Hypnotizer MK II on the target
- Having the Random Reverence trait and some luck
- Posess someone who is aligned with the target without being seen
- Telling a succesful joke
- And some other ways.
