The best way to get the achievement is to start with a Hypnotizer Mark II, and use that on the target before asking them.
According to the wiki the bartender starts with it, and they also have the charismatic trait which helps getting to the target if they are in a slightly restricted area like a lab or a private club, so they seem to be the best choice.

anyone that has a positive relationship with you and is a "get rid of" (cba to spell the word) mission can be asked to leave town nicely netting the achievement
Friendly people seem to have a constant 50% chance of leaving if asked. You can achieve that by:
- Being Charismatic
- Applying Cologne
- Being a cop if the target is a supercop
- Being the same class as the target and having Class Solidarity
- Applying Hypnotizer MK I on the target
- Bribing a bouncer that guards the building in which the target is found
- Telling a succesful joke
- And some other ways.
Loyal people seem to have a constant 70% chance of leaving if asked. You can achieve that by:
- Freeing the target from captivity or slavery
- Having the Friend of the Common Folk trait if the target is a slum dweller
- Being the bartender and having your super special ability activated

- Being a cannibal if the target is another cannibal

- Being a gangster if the target is another gangster from the same gang
- Having the Friend of the Family trait if the target is a mobster
