What is the difference between loyal and friendly?

I do not understand the difference between loyal and friendly.
Could someone explain it?

Loyal status is usually achieved from rescue missions but most of the time when you have loyal status you can order the npc around, although there are some exceptions where you cannot order them around like completed side missions or hypnotized npcs. Loyal status reduces hiring price if they can be hired in the first place.

Friendly status restricts you from ordering them around, although if you are attacked by another person friendly npc will try to protect you. Friendly status will also reduce hiring price.
There are also exceptions to protection where friendly npc won't protect you namely the bartender.
