It's a shame but understandable, the game is still great fun and I do look forward to future developments nevertheless :)
1) Do Early Access games usually ever implement mod support before they've fully been released?
2) Does the game developer themselves have to do something on their end to actually allow mod support to begin with? Like do they have to allow the console command menu to be accessible or something along these lines before modders can even do their thing to begin with?
Theres no reason you cant implement mod support in alpha, it's just an API thing. You don't need an api to allow mod support, look at GTAV for example.
Ideally they should a build platform to allow additional shenanigans on top of the base game, a mod API if you will. Though again, this isn't required, you just need access to the game files, and the ability to write mods that interface with it.
