Report a translation problem
Go to %appdata% folder on your OLD computer - not the new one. You should be able to do this by clicking the windows button (just assuming you're on a windows - if not there should be another way to find it) and typing it into the search bar
If TABS is open while you do this (make sure it is) then you should see the TABS data in the %appdata% folder. Now, plug in a hard drive or thumbdrive into your old computer and drag the TABS data onto that folder.
Then, go to your new computer and plug in the thumbdrive. Drag the TABS data from the tumbdrive, or leave it plugged in, et voilà! You should be all good. This exact same thing happened to me and this is what I did to fix it.

Your custom creations are stored in the game installation folder (Right-click on TABS in your Steam Library > Manage > Browse local files > TotallyAccurateBattleSimulator_Data > CustomContent). You would have to transfer the CustomContent folder from the old computer to the new one, if you can find a way to start your old laptop.
