A. It's a secret unit, those tend to be unbalanced anyways.
B. It's an RNG-based unit, which is inherently unbalanced. Sure, you might get all units worth more than the elf, but in most cases you're just gonna receive a weak melee or ranged unit such as a squire.
C. It's a singleplayer game, the only times when balance matters is in the case of playing campaigns. The official campaigns (usually) disable secret units, and you can just choose to not use elf in other campaigns.
The elf is just a silly, one-off RNG unit that should really only be used in sandbox. No one is forcing you to use it, and any campaign involving the elf is probably terrible anyways.

Yeah, it is, but why is that an issue? I'm not arguing that he isn't, I'm arguing that it's ok to have a few OP units in a singleplayer sandbox game.
When did I ever state present elf isn't op?
Luck based doesn't mean not op. Just means that he's inherently difficult to balance.
And, again, why the hell does it matter if present elf is op?
