I imagine this would add enough extra content to the game to be worth the effort.
I guess the main problem could be: as this wasn't an initially desired feature, the rest of the game may be built in a way that selecting groups and giving them orders cannot be easily achieved without changing all kinds of different part of the code.
I think this is a big feature that is not needed for the core game, therefore it should not come early (ie only after promised features are bug free). Personally I'd make strategy controls a DLC for like £5.
