Of course everything will have to be rebalanced. But not necessarily by increasing the costs, it would be worse than anything i think :D
Rather by changing the weapons and vehicles. Maybe something like :
- Infantry good against tanks, bad against buildings
- Tanks good against buildings, bad against infantry.
- Artillery good against infantry, bad against buildings.
Etc.
That said, I'm far from sure it could work :D
I like what you are saying, but artillery should be good against everything. Rock, paper, scissors is cool, but they need counters (armored buildings, troop riot shields, and anti-infantry munitions/tank variants). They need longer ranged artillery with higher accuracy variance, and a skills system (stamina, carry weight, etc.) that quickly unlocks in each war.
