too many structures put too much pressure on servers and without decay every inch of the map would be walls of AT and MG garrisons

It's to stop the winning faction from having endless concrete bases that stop any chance of pushing back.
Msups are easy to produce everywhere you have scrap. All it takes is a single player spending some time to maintain a fortress.

I think the costs of them are fine. The issue though is it's incredibly tedious and actively not fun to supply every single bunker base, town hall, relic etc with msupps.

It's a really sh!tty system that doesn't scale at all with all the hexes we have to fight for, and defend.
just be glad the region modifier is gone, it was about 4 times as bad as it is now.

This is probably by design

I don't "do" msups, but one full-time builder of my regiment once suggested to increase the amount of msups a vehicle can carry, to lower the need for endless driving to keep your bases supplied. This will keep the musup/decay system to limit server stress, as the Devs intended, but it will decrease the time sink builders suffer from having to drive so much.

Yup, making msups is not hard, but the delivery is pita. We use trains when we can

i think is meant more of the faction building for the faction, but what we get is every logi player making their own bases and own facilities, which is what i think leads to the problem you are mentioning. I personally rather have a stable server with a LOT less bases and facilities.
Facilities are only one part of the problem. There are many concrete defenses all around the map, defending towns, chokepoints, islands, etc etc.
