Muddy truck
flatbed drove through puddle.. now its 1/2 speed for rest of play session. i know all i have to do is ask the firetruck people (found on every road in every hex) to wash it off. Dont even feel like playing now

Can also use a bucket of water. Though I have to agree, vehicles on roads slowing down so much is really terrible. Its honestly better to boat everything than drive in certain hexes.
