Thank you all for your replies.
My old laptop has the same graphics card, slightly worse CPU (i3-4030u) and less RAM (4GB), still can run this game with 60 fps.
i7-3520M 2.90Ghz
RAM 8 GB
Windows 7 64
Nvidia card.
Game runs fine even in large battles.
Clock rate is just one of several factors that influence performance.
It is not a valid way when comparing different CPUs families. Newer processors are more efficient and can handle a lot more work in a single clock cycle.
For example, i7-8550u (1.8 GHz) is WAY better than Pentium E5700 (3 GHz).

Not to mention turbo boost which allows processor cores to run faster than the rated operating frequency (OP's CPU, i5-4210u, can accelerate itself to 2.7 GHz).
