If you want to build a base with a howitzer battery (fixed artillery pieces with a range of 100-300m), then yes that is well within your abilities with three people. It will probably take you a few hours to a day or so depending on how ambitious you are. Concrete is both expensive to make and time consuming to setup, but if you're willing to settle for a tier 2 base with a few octagon trenches for guns with some improvised shell storage, then you can get rolling pretty quickly. Getting it AI to defend itself with garrison bases will be harder, but still possible. The only problem is that you can't do that *quite* yet because those cannons haven't been unlocked yet. Once you have them though, all you really need to do this is a shovel, a couple flatbeds, the guns themselves and a way to get shells.
Building a Storm Cannon is something else entirely. That generally requires a few days of work to gather the necessary materials, dig out and upgrade the base, dry the concrete, and actually assemble the gun, let alone aim, charge, and load it. All of this assumes that you have the capacity to both design the base, and to get the materials necessary to build the damn thing. I once assisted building what would eventually become a storm cannon base. We had a small regiment that was nearly entirely logi focused, and it still took several days to do (the primary time sinks were designing the base and drying concrete).
That being said, I have seen people make storm cannon batteries (4-6 stormcannons). The Foxhole community has an insane level of dedication.
TLDR: A howitzer base is very possible (and helpful if well placed!), a Stormcannon base will likely require prep for a fair portion of the war before its unlocked, and will require a couple days of consistent effort before all the pieces are in place.
The war is online 24/7, and base building is a 24/7 effort. It's really not made for a 3 man group.
Mortars
80m max range. Can be carried by infantry or is mounted on a vehicle.
120mm/150mm
250-350m max range. Can be picked up by a crane and transported by a flatbed truck.
300mm Storm Cannon
750m max range. Extremely cost and time intensive bunker structure. Can attack neighbouring regions. It's a defensive superweapon.
Rocket Artillery
225-275m max range. Mounted on a vehicle, inaccurate but can fire up to 17 rockets in a few seconds.
Howitzer Garrison
AI controlled bunker structure. Has longer range than most artillery (except Storm Cannons). Automatically attacks enemy artillery if damaged.
that seems like a nice solution for me, thanks for the tips!! I love mortars and arty and thats the thing mainly for me in this game, although I love doing logistics and battles too.

As you might guess, this is a HUGE source of conflict between faction members. New player wants their partisan parking lot, veteran player says no, conflict ensues. It's a tale as old as time.
It may be time to learn how storage depots work. You can set up reserved stockpiles at a depot that will hold any type of small item or civilian vehicle. There is a 2 day inactivity timer that gets refreshed by simply adding anything. Military vehicles can not be stored, but here's how you work around that:
- Store the vehicle ingredients today and log out
- Come back the next day fully charged
- pull the ingredients and build the vehicle
- Go nuts
- Give the vehicle away or get blowed up before you log out
In this way, the storage depot acts as your personal private parking lot. Do feel free to share materials and tanks though, that's the best way to make friends!
