Fueling isn't done through E, you open your inventory, click on the fuel can so it goes onto the bottom slot of the left side of your equipment window, then press 3 and click close to a vehicle to refuel it (if it's not at full that is)
The repairing in the home training area is also a bit finnicky as you're not the only person, but you need to have Basic Materials (BMats) in your inventory and use the hammer to repair a damaged truck by clicking on it/holding click.
The splitting not working is not something I'm familiar with sadly.
The "processor" with 5K in it is probably not a processor, but a Mine. Mines are essentially salvage/other resource fields but automated via diesel or petrol. What you need is a Refinery, which is identifyable with a hammer icon on the map.
For the crane, certain vehicles can Deploy and Undeploy using F while in the driver seat. Drivable cranes can do this, some boats like the Barge or Landing APC also can do this with their ramp. If the ramp is down/crane is deployed, you won't be able to move the vehicle itself.
With the water vehicles, that is another home region thing. People just like to lock/squadlock them. Best to go to an anchor icon (shipyard) on your map, with BMats, and build a basic barge there, or go to a beach and build a motorboat via the hammer (You press B) with BMats in your inventory. Not all beaches work however, motorboats are really finnicky with placement.

vehicle training entirely trial by fire, you can build tanks in the home region so you have to just find someone willing to accept a new player into their tank crew and learn from them.
I want them to add a armor training arena to the home regions so new players can learn how to use tanks without possibly losing a it along with a bunch of shells to the enemy team, but the devs haven't worked on anything like that yet and will probably wait until they fully revamp the home regions
