Your typical lone logi simply can't cross the border to move huge hauls of stuff. Not only that, they don't have innate knowledge of front line partisans and hazards. A logi shouldn't endanger their mission jumping into the fire; fighting the queue and dying to partisans is not the logi man's job. Front line soldiers get automatic priority in the queue, that means hauling items across the border is their job by default.
Don't get me wrong, a logi should absolutely cooperate with front line soldiers to make daring transport runs. But if you aren't explicitly working with someone, you're working with no one. Take the safe routes and let the brave boys run the gauntlet.
