How does one unlock boats?

I cannot unlock them from inside them and I cannot get next to them and crouch. How do I unlock boats

Gunboats if you get up next to the door where the driver gets in, barges by the cabin door or cargo pile.

However, there are some bugs at the moment preventing some vehicles (boats, CVs) from being unlocked easily. That might be your problem.
