Its a catch 22. Game feels dead, when you are passing so many ghost towns and log on to see 20 people defending the some town. its just kills moral when there is no man power.
Anything less than 9 would simply wined up being a stupid meat grinder. Population dropped fast for a couple of reasons, game hasnt released yet so I believe your observations are very premature.
There is a reason many games use 3 lanes......
Large MMO-like scale games always will run into problems like this. Where you have a faction joined by one miscreant that ruins it for everyone, and once that happens, even if you banned them, the damage is already done.
