Report a translation problem
One other thing I haven't tried is to deliver the goods to a city in Kyusu - which realy could use the goods for itself - with several hub.-> don't realy know.
To follow your advice, II tried to place an industry in Shimonoseki (Chugoku region). I delivered from this city directly to the big cities of the Kyushu region. I'm still at 0/50 :(
Are you sure about the city Shimonoseki . I my case it was a city in a region I didn't start in, so check this part once again.
In my play through, in the previous task to make machine parts, I was making machine parts in Kyushi and moving them to a warehouse because the cities didn't have much demand for them. Once I got the new task to deliver them to Kinki I just built a warehouse just inside of the Kinki border and started moving the machine parts from my Kyushu warehouse to my Kinki Warehouse. As they unloaded in Kinki I was getting credit for delivering them to the territory.
