Unfortunately, I was not able to reproduce this behaviour. When I tried to hover any commodity icon the tooltip was a few pixels away from the cursor (e.g. in a town's dialogue or in the "Flow of goods" list). Maybe I wasn't looking at the right place. Could you post a screenshot of the situation?

My cursor is unnaturally large at the moment. I only noticed it when I tried to take a screenshot. After about 4 hours, I finally found out WHY it is doing it.
Since I have vision issues, I have my windows mouse / pointer size at 3... not the normal windows pointer size that most people use. That pointer size is HUGE in-game. You can see this effect yourself if you going to windows, search for "change pointer size" and there you can change it from 1 to 2 to 3... etc.
Then go in-game, and you will notice that the pointer in the game is also being enlarged, a bit more than necessary in my opinion. With the pointer now larger, it covers the tooltips.
Also.. when you try to take a screenshot - the pointer returns to "normal size" during the screenshot, then pops back to the larger problem size.
I have tried 2 apps in an attempt to take a screenshot, but both temporarily return the pointer to "normal" in the screenshot. It can be reproduced as I indicated, by changing your own windows pointer to size 3, and then you can see the effect.
Is there anyway to return the pointer to normal in-game? I mean, I can try and just learn the icons over time, but some of the text of other tooltips is hard or impossible to read unless I change my settings before each game.
Sorry for the delay, it took me forever to figure out why it was happening. I am a smal time streamer, and my few viewers were annoyed, and for me personally, it was just making my visual disabilities that much more difficult.

A missing mouse cursor would be a different issue than the one mentioned in the opening post, but we will try to help anyway :) Please create a DxDiag of your system and send it to support[at]kalypsomedia.com along with a detailed description of your issue and a reference to this thread.
How to create a DxDiag:
- Press "Win" + "R"
- Type-in "dxdiag" and confirm the dialogue
- Click on "Save all Information" and save the file as "DxDiag.txt"
