Hi!

This should be possible by editing the maps. To do so you should disconnect the default connections between towns and businesses. However, you should keep in mind that this mechanic keeps towns at a stable population and without those connections they will start to dwindle right away. Anyway, I can see the challenge ;) Have fun with it!
